Common bug yes. My guess is that Ranger pets spawn in the world before the player so there is a short period of time where the Pet is owned by a player who doesn't exist in the map yet so the pet bugs out and shows as a wild pet (no name or guild tag + charmable prompt) but it's still locked to someone else and cannot be tamed even if you press F to tame it.
